It needs to be finished. He is sending me pictures later. He crashed it and the frame got bent so he bought a new frame and started putting the parts on the new frame but never finished. He has everything, that only thing it will need is new plastic.

Thats exactly what I was going to do. Worse case he says no. He has everything that needs to go on and he put the major things on already like the engine, a-arms , swing arm, and all the brakes and wheels. So I will offer him 1k, and prob go to like 14 or so, because If I finish it and buy new plastics, I can prob sell it for like 2500 or more.

Will do. Thats just that little piece of paper right? What happens if he doesn't have one, how else can I check? I can have DMV run the vin right?

I know I didn't have a title for my scrambler 90 when I sold it and it wasn't stolen.

+1 also I heard rumors of ATV salvage title scams.  IE salvage title from WY or other states that don't have such a thing.

I am going to try and see. I am going to wait for pictures tonight, and will ask if he has a title for it and if its clear. I am going to ask a lot of questions to make sure its not stolen and going to blow on me.
