Do 4 strokes have a powerband, or is it only 2 strokes?

Not really. Not like there is w/ a 2 stroke. It's more of a constant power.

nope.

powerband on 2 strokes is when it starts recycling exhaust gases. This is bad news for a 4 stroke. 4stroke has it's power available all the time, no waiting for a spike.

Depending on cam profile, a 4 stroke can have something that feels like a powerband.  If you had a cam that was dedicated to top end power, you would feel a definite surge when the motor hits the RPM range the cam is designed to work for.  So different cause, but same seat-of-the-pants feel.  But the stock cam won't have anything like that.
