PC3 Help, Not Communicating with Computer

So I got the PC3 installed which took about 10 minutes, and it starts up just fine, but i cant get it to show up on my computer. I open the power commander program.  Turn on the key on the Raptor.  Plug the power commander into my computer.  And nothing loads on the program.  what am i doing wrong?

You have to have your raptor running or use the 9v battery plugged in the pc3 to communicate with the computer
