We usually hit 150-165 in the winter.

ooh, I see why the pins and needles. Do you mean 150-165 for a month? Or you should be hitting that now, half way through? So, that would put you at roughly 60%?.....or 30% if only for half a month. Either way, it is hurting. But....I don't think it will last as long as some think.

They base the budget on sales numbers and profit per car.

We're trying to adhere to a $300K budget, which is WAY less than what we normally run.

150 cars @ $2K per copy. Service and parts kick in to break us even and into the black but they are even way off.
