Aaron is correct.

Louis XIV, king of France preferred IIII over IV, and ordered his clockmakers to produce clocks with IIII and not IV. It has remained unchanged with some clock makers and watchmakers since.

Several watchmakers use this type of bezel or have before in honor of Louis XIV. Rolex, Breitling, and many others use this format. As an example, The Rolex Perpetual Date and the ladies 31mm Date.
