I use 3ft bolt cutters at work and haven't found a lock yet that they don't cut through.  Cable is alot harder to cut, it binds up in bolt cutters.  Insurance is the best by far, but why not make them work for it if they want it.  Insurance is one of those things you should have but don't want to use (inreased rates, higher deductibles, etc next time around).

I think I saw a alarm system that plugs into a electic cord that you run thru like a chain or cable and if they unplug it or cut it , it will sound an alarm. I would still use a chain or cable but that would give a guy a little more insurance. And might scare them away. I'll look to see if I can find a link.
