go to start menu/control panel/administrative tools/disk manager, select the drive and you should be able to format in fat32 that way.  make sure you select the correct drive.  there should be an option in the properties for fat32 i believe.  if none of this works, there should be some files on torrent sites that will do everything for you.  i assume you already changed the dvd rom drive in your xbox.
