Proxy Server?

So I got a letter in the mail sayn i did somin bad or downloaded somin i shouldnt had.  so im tired of being tracked and i want my IP address to be hiden or random, so im assuming i need a proxy server?  if not let me know what i do need, i dont know much about the subjuct.  anyways if i do need a proxy can you point me in the direction of a good one, i would be willing to pay money for it too, so it doesnt have to be a freebie

If you're downloading large files then finding a proxy server will be an issue, because they aren't fast.  If you're just surfing places you don't necessarily want your ISP to see try the Vidalia program and firefox plugin.  But beware it can be slow and no proxy is fool proof or completely invisible.
