What exactly does moving the needle clip do?

What exactly does moving the needle clip do?

The needle allows flow of fuel through the main jet. At half throttle, the needle raises up letting more fuel flow.

With your mods, you should be fine. If you're going bigger cam and need more fuel, you can take the top of the carb off, remove the needle, drop the spacer/wascher/clip down one spot.
