Yes, but you should only use it on the actual filter since it will affect the performance of the Outerwear greatly by making it attract everything and clog faster and not let the filter do its job. So I would just oil filter and leave Outerwear dry.

The paper work I got with the Kit says that I should apply oil to the outterwear. The main filter did come pre-oiled.

If it says to, go ahead and you will need to keep the K&N oiled to keep it at 100%.
